Through legislation, mandates, authorities, accreditation, and standards, governance reflects the priorities and architecture for nation in relation to emergency management.
Homeland Security Presidential Directives
Homeland Security Presidential Directives (HSPDs) are issued by the President on matters pertaining to Homeland Security.
Executive Orders
There are several Executive Orders that are related to emergency management.
- EO 11490, Assigning Emergency Preparedness Functions to Federal Departments and Agencies
- EO 12656, Assignment of Emergency Preparedness Responsibilities (November 18, 1988)
- EO 12919, National Defense Industrial Resources Preparedness(June 3, 1994)
- EO 12977, Interagency Security Committee (October 19, 1995)
- EO 13148, Greening the Environment through Environmental Leadership (April 22, 2000)-This has provisions for Emergency Planning and Community Right to Know
- EO 13228, Establishing the Office of Homeland Security and the Homeland Security Council (October 8, 2001)
- EO 13250, Establishing an Order of Succession within the Department of Health and Human Services (December 28, 2001)
- EO 13407, Public Alert & Warning System (June 26, 2006)
Other Directives
Other Federal Agencies or sources release directives that directly impact emergency management. The following are directives that are relevant.
- Federal Continuity Directive 1
- Federal Continuity Directive 2 (this directive also includes Workbook A, an overview,and Training.
- The National Incident Management System (NIMS) outlines the structure of for response operations. A letter that describes the compliance requirements.
- OMB Memo, Regulation on maintaining Telecommunications Services During a Crisis or Emergency in Federally Owned Buildings (June 30, 2005)
Federal Plans
The National Response Framework (NRF) presents the guiding principles that enable all response partners to prepare for and provide a unified national response to disasters and emergencies – from the smallest incident to the largest catastrophe. The NRF establishes a comprehensive, national, all-hazards approach to domestic incident response. The NRF and additional resource documents can be downloaded at the NRF Resource Center.
National Strategies
Several National Strategies and associated Implementation Plans have been released that identify and outline how the nation will prepare for and respond to different scenarios.
- National Strategy for Homeland Security (July 2002)
- National Strategy for the Physical Protection of Critical Infrastructure of and Key Resources (February 2003)
- National Strategy to Secure Cyberspace (February 2003)
- National Strategy for Pandemic Influenza (November 2005)
- National Strategy for Pandemic Influenza Implementation Plan (May 2006)
- National Continuity Implementation Plan (August 2007). This includes a separate tab that explains the requirements of Federal Departments and Agencies and an overview of the essential function proccess elaborated in FCD 1 & 2.
